White Cloud Enterprise SRL is a Bucharest-based precast concrete manufacturer specialised in civil protection shelters. Our envelope is built to Israeli Standard SI 1923 and approved by the Israel Home Front Command — with parallel EN certifications for openings so units can be specified across the European Union.

Civil protection in Europe used to be a Cold War problem, an inventory of hardened basements built into apartment blocks and municipal buildings a generation ago. Over the last decade that inventory has aged and its coverage has thinned; at the same time, the threat environment along the continent's eastern and southeastern flank has changed.

White Cloud Enterprise was founded to close that gap with a specific engineering choice: a monolithic pre-cast unit, transported as one piece and installed by crane. No on-site jointing. No assumptions about site workmanship. No compromise on the structural envelope.

We build to Israeli specification for a simple reason: Israel operates the most continuously validated civilian shelter standard in the world. SI 1923 for concrete systems and SI 4422 for blast openings, under the oversight of the Home Front Command, define a baseline that European programmes can adopt directly. Where a matching EN standard exists — for blast doors, blast windows, egress signage — we dual-certify.

For governmental programmes at national scale, we establish local production capacity in-country. This makes economic sense — heavy precast is a bad object to move long distances — and it satisfies the local content requirements attached to most national civil protection tenders.

    50% due within 5 business days of signing, to secure factory allocation.

    Production window
    Dispatch typically within a defined week window from the advance payment.

    Delivery & install
    CPT to hub or EXW, followed by heavy-lift crane installation on site.
